At risk: The framework for regulating toxic substances

The basic framework developed over the past two decades for regulating toxic substances is at risk. Although bandaids and baling wire may hold the current system of laws and regulations in place, the problems are all too apparent; the Bush administration and Congress cannot afford to ignore them.
