The purpose of this chapter is to identify the critical issues underlying the construct of organizational effectiveness (OE). The basic assumption is that understanding organizational effectiveness is a precondition to dealing with problems in organizational assessment. The concept of effectiveness is complex and value-laden. There is no simple path to construct specification. Our objective therefore is to identify the critical issues ans some approaches to their resolution.
