<p>The environmental effects of energy production and use have been studied for more than two decades. Most studies have focussed on identifying and quantifying the effects, without trying to ascribe a dollar value to them ( 1-8). A few studies have assigned monetary values to the effects (9, 10) . Interest in the area has increased rapidly in the 1990s , due in part to concern about global climate change and using market mechanisms to improve environmental quality (11) .</p>
