We are all environmentalists: All Americans care about the quality of the environment. The Pittsburgh of 1945 is not an acceptable outcome in a rich, industrialized economy. This concern is expressed in a host of environmental laws, a plethora of regulations, and myriad inspectors and regulators - at the federal, state, and local levels. About $150 billion is silent each year for pollution control, yet this amount is insufficient to give us the quality of air and water, and the absence of toxic waste sites that Americans desire.
