FOR better or worse, the automobile has stamped the lives of twentieth century Americans-perhaps more than any other device. It provides the average citizen with unprecedented mobility, but also kills or maims hundreds of thousands of people, consumes billions of gallons of gasoline, and spews forth clouds of pollution. Forever optimistic, generations of Americans and their elected representatives have sought through legislation to preserve the car's better qualities while finding ways to solve, or at least soften, its problems. Unfortunately, it has proven easier to do away with much of the benefit of the automobile than to reduce its liabilities
