In assessing the use of metrics for software, it is important to consider the quality of the metrics themselves. This has two components. First, we can determine some of the statistical properties of the metric itself. Second, we can assess the way a metric will be used and select one that provides appropriate information without excess expense. This note discusses some issues about the validation and efficiency of measurement techniques.
